What you will need:
PaintShop Pro, I used version 9, any version should work.
Animation Shop.
Tubes of choice, I used the adorable artwork of Suzanne Woolcott. You can purchase her artwork HERE. Please do not use this art without a license.
Scrapkit. I used the cute kit by Laura's Designs, called Kaci's Castle. You can check for details on where to buy this kit on Laura's blog HERE. Thanks so much Hun!!
Mask of choice. I used Vix's Mask 151. You can find all Vix's awesome masks on her tut site HERE, look under goodies. Thanks Hun!!
Filters Used:
Eye Candy 5 - Textures - Texture Noise (Pay filter, if you don't have it you can use Eye Candy 4000 - HSB Noise, example at the bottom, with settings.)
Open a 600 X 600 transparent canvas, floodfill white.
Add a raster layer, Selections - Select All, copy and paste paper of choice, I used paper7. Open Vix's Mask 151, minimize. Layers - New Mask Layer - From Image - Choose Vix's mask from the dropdown list. Invert mask data UNCHECKED. Merge group.
Copy and paste frame of choice, I used DoubleFrame5. Resize 90% and add drop shadow of choice. Using magic wand, click inside both circles, Selections - Modify - Expand by 4. Copy and paste paper of choice, I used paper 4 - Selections - Invert - Hit delete on keyboard. Copy and paste Kaci's Castle1, resize 60% and drop shadow - Hit delete on keyboard. Copy and paste tube of choice, I used one with a crown, resize if needed, drop shadow - Hit delete on keyboard. Copy and paste Dragon2, resize to liking and drop shadow - Hit delete on keyboard. Selections - Select None. Move all layers below frame layer.
Highlight frame layer, copy and paste Fairy Princess wordart, resize, I added a gradient glow 3.00 Fat and drop shadow.
Copy and paste princess crown, resize and drop shadow. See tag for placement.
Copy and paste Carliflower5, resize and drop shadow, see tag for placement. Duplicate layer - Image - Mirror. Merge layer down.
Add Copyright info, watermark & Name. I used Fairy Scroll Display. drop shadow.
If not animating, crop if needed and save as png or jpg.
ANIMATION
Highlight Mask layer, apply Eye Candy 5 Textures - texture noise. SETTINGS: Diamond Noise **Add Noise to Original**

Copy merged into AS, Paste as new animation, back to PSP, undo noise, re-apply noise, hitting random seed button once. Copy merged into AS, paste after current frame, back to PSP undo noise, re-apply noise hitting random seed once. Copy merged into AS and paste after current frame. Edit - Select All. Animation - Frames Properties - set to around 40. View animation, if happy save as gif.
SETTINGS for Eye Candy 4000 - HSB Noise.
Settings **Smooth Fractal** (100 - 100 - 45 - 0 - 72.00 - 82.00 - 92)
